Prohibits the consideration of another state's law allowing a child's removal based on gender-affirming care in custody cases, restricts law enforcement from cooperating with out-of-state agencies regarding such care, and blocks subpoenas in out-of-state proceedings for health information of those seeking sex changes.

Establishes the Office of Racial Equity and Social Justice to coordinate policy, resource allocation, and services to promote equal opportunities and outcomes for all, regardless of race or "social justice constructs".

Provides access to medication abortion prescription drugs at the State University of New York (SUNY) and the City University of New York (CUNY) campuses.

Allows pharmacists to prescribe birth control medication.

Requires insurance coverage by every large group policy to include medical, major medical, or comprehensive-type coverage for pre-exposure prophylaxis and post-exposure prophylaxis to prevent HIV infection.

Requires nursing homes to follow Federal CDC or Medicare and Medicaid guidance relating to infectious disease control planning and procedures.
