Prohibit Funding of Ground Troops In Kosovo, H.R. 1569. This legislation would prohibit funding of U.S. ground forces in Yugoslavia without prior congressional authorization. At the time of this vote, U.S. forces were already engaged in the air war against Yugoslavia -- without prior congressional authorization.
